Community branding and streetscape improvements
Challenge. Like many rural communities along Hwy 99 in Northern California, Live Oak is often a “pass-thru” to somewhere else. Located just 10 miles from the largest city in Sutter County, this small community with agricultural roots has experienced a population boom that is unseen from the highway. The City Advisory Team agreed their biggest challenge was image and beautification.

Solution. In the discovery phase, the City Advisory Team identified three priorities for economic development:
  • Sense of Place
  • Job Creation
  • Recreational Opportunities  
The first step was to visualize change. Community branding concepts and streetscape improvement concepts were developed for Hwy 99, including building renovations and façade improvements. From there, a five-part implementation plan was generated:
1. Organize for success – create collaborative opportunities and partnerships
2. Create catalyst projects
3. Outreach to existing businesses and property owners
4. Attract new businesses
5. Leverage recreational assets & opportunities

Results: The City has already implemented a new partnership with the Workforce Investment Sutter County One-Stop for a Youth Mural Program and Youth Entrepreneurship Boot Camp. They are planning for renovation of the historic depot that has been vacated for years and gone to disrepair, working with a private company for reuse of the facilities.
